The tool I've always used to make these is a vector editing tool called Fireworks. Originally a Macromedia product, it was made part of the Adobe creative suite in the mid-2010s and support was promptly dropped after CS6.

It's a WYSIWYG program, much less tedious to use than Photoshop, at least in my opinion. I've never been a fan of the way Photoshop handles layers, though the consequence of my over-reliance on Fireworks has led to somewhat of a "quantity over quality" focus at times. A slow rate of improvement, if you will. I've yet to find a good replacement or alternative for it, and it does quite a few things Photoshop or GIMP still can't. I use the two for post processing occasionally, but Fireworks has always been my tool of choice.

I bring this up because this comic is pretty much entirely default Fireworks autoshapes and brushes, and they look like ass. Not as easy to identify as other default program stuff but still pretty shitty looking. I kind of like how the fiery sky looks, though.
